What Makes a Good Commercial Electrical Contractor? (And Red Flags to Watch For)

Non-Negotiables

1. PEE License (Professional Electrical Engineer)
Under RA 7920, any commercial electrical plan submitted to the OBO must be signed and sealed by a PEE. Not an REE. Not an ME. A PEE. If your contractor can’t produce this — walk.

2. Valid PCAB License
The Philippine Contractors Accreditation Board (PCAB) license is required for electrical work exceeding ₱500,000. Ask to see it. Verify the license number on the PCAB portal.

3. Commercial Project Experience Specifically
Commercial electrical design is categorically different from residential work. Ask for project references. Ask to see previous project photos. Ask which buildings they’ve worked on.

4. Complete Documentation Package
A professional contractor delivers: PEE-signed electrical plans, SLD, load calculation sheet, Bill of Materials, as-built drawings upon project completion, and warranty documentation.

Red Flags — Walk Away If You See These

  • Quotes a price without doing a site survey or requesting your equipment list

Step 3: OBO Plan Review and Approval

Step 4: Construction / Installation Phase
Electrical works proceed per approved plans. Deviations require a formal plan amendment.

Step 5: MERALCO Application (for new or upgraded service connection)
Filed separately with MERALCO. Timeline: 4–12 weeks depending on load size and metering type.

Step 6: Final Electrical Inspection and Certificate of Occupancy
The building official conducts a final inspection. A Certificate of Final Electrical Inspection is issued — required for the Certificate of Occupancy.

Step 7: FSEC (for restaurants, food service, and public assembly venues)
The Bureau of Fire Protection issues the Fire Safety Evaluation Clearance, covering emergency lighting, exit signage, and electrical fire safety measures.
